He wasn't waving his arms, jumping around, or screaming, but judging from Hayden's expression, he was clenching his fists and very annoyed.

Because he is not strong enough.

Hayden wasn't some invincible, intelligent, and charismatic overlord who could solve any problem with perfect organization.
